The National Association of Animal Breeders (NAAB) Cross-Reference
Listing is a product of the NAAB Cross-Reference Program. The
listing converts a sire's NAAB Uniform Code to the bull's breed
registration number. The listing's significance, development and
use are an integral part of this program. Participation in the NAAB
Cross-Reference Program is open to any bona fide owner/lessee of an
artificial insemination (AI) sampled bull with an NAAB code.

The Purpose of the NAAB Cross Reference program

U.S.  Department of Agriculture (USDA) Semiannual Sire Summaries
are a major tool for U.S. dairy producers to choose genetically
superior AI sires for their dairy herds. The effectiveness of the
sire summary depends on accurate identification of a sire's
daughter and on the widest possible sampling of new AI bulls in the
United States.

This objective is accomplished in part through the cooperation of
the USDA Animal Improvement Programs Laboratory (USDA-AIPL) and the
National Association of Animal Breeders Cross-Reference Program.

The NAAB Cross-Reference Program has two functions. The first
function is to cross-reference a bull's NAAB Uniform Code with that
bull's breed registration number for USDA sire identification
purposes.

A bull's registration number is a string of unique digits
sequentially assigned to that bull. The NAAB Uniform Code, on the
other hand, gives more information about an individual bull. The
code has three recognizable parts: a one- to three-digit code
identifying the organization that processed the semen, a letter
designating the breed of the bull (such as "H" for Holstein), and
a number identifying each respective bull within breed within stud.

For example, in the NAAB Uniform Code:
   1H166

     1 = stud code for Noba, Inc.
     H = breed code for Holstein
   166 = bull code for Elevation Mission,
         Registration No. 1600155

The NAAB Uniform Code has recognizable components. It often is used
instead of the registration number in the completion of daughter
production reports in the field. Production reports that carry the
NAAB code must have the code converted to the bull's registration
number via a cross-reference system for those reports to be useful
to USDA in research and genetic evaluations.

The second function of the NAAB Cross-Reference Program is to
convey the AI status of individual bulls to USDA for sire
evaluation procedures.

NAAB gathers from AI bull owners all status entries and updates on
bulls in the cross-reference program and reports the information to
USDA. This responsibility was assumed by NAAB effective with the
July 1984 Sire Summary. At that time the NAAB Cross-Reference
Program was opened to all owners of AI bulls.

Advantages to the Bull Owner

The four major advantages for enrolling AI bulls in the
cross-reference program are service sire identification, better
daughter identification, gaining an AI status and inclusion in the
cross-reference listing.

Service Sire Identification

The NAAB code is used to report the service sire when a breeding
date is reported to Dairy Records Processing Centers (DRPC's) on
Dairy Herd Improvement (DHI) barnsheets. Participation in the
cross-reference program allows these code numbers to be converted
to registration numbers when identifying heifer calves from these
matings.

Daughter Identification

A substantial number of AI-sired cows are sire identified by NAAB
code when information is reported to DRPC. Participation in the
cross-reference program allows these code identifications to be
converted to appropriate registry identifications, making the
production records available for USDA genetic evaluation.

AI Status

Special listings of AI sires often are produced subject to the
sire's AI status. Status codes distinguish active AI sires from
inactive, collected or progeny test sires. Status codes other than
natural service are available only through participation in the
cross-reference program.

NAAB Cross Reference Listing of Dairy Sires in AI

The NAAB Cross-Reference Listing is published annually following
the July USDA Sire Summary. The cross-reference listing is used by
DHI supervisors, AI sire analysts, DRPC's, dairy producers and
others inquiring about sire identity. Figure 1 shows an excerpt
from the NAAB Cross-Reference Listing. Sires are listed numerically
by NAAB Uniform Code. The bull's registration number is in the
second column.

Participation in the cross-reference program is a prerequisite for
bulls being included in this publication.

How to Participate in the Cross-Reference Program

The three basic NAAB forms used in the cross-reference program are
the Participation Agreement, the New Listing Form and the
Inventory/ Update Report Form.

The NAAB Cross-Reference Participation Agreement

The Cross-Reference Participation Agreement outlines the rights,
duties and limitation of liabilities for both parties. The return
of this signed agreement with the application fee establishes a
file for that particular owner. This form is submitted to NAAB only
once.

This file carries the owner's name and account number, and will be
used for all correspondence and billings concerning the
cross-reference program. In addition to establishing the file, the
fee enclosed with the agreement includes, at no extra charge, the
first Inventory/Update Report Form.

The New Listing Form

The New Listing Form is the means through which the bull owner
conveys to NAAB the required information to get bulls into the
cross-reference file. Once the bull is into the reference file, the
information will not be removed. If there is a change in ownership
or the bull is controlled by a different organization or
individual, a new NAAB Uniform Code may be used and the bull must
have the new information entered into the program. New Listing
Forms and instructions for completing them will be sent to all who
sign and return an NAAB Cross-Reference Participation Agreement.
The completed New Listing Form should be submitted with the
appropriate "New Entry" fees to NAAB.

The Semiannual Inventory/Update Report Form

The Inventory/Update Report Form is a listing of all bulls of a
particular controlling organization currently in the
cross-reference file. This report contains pertinent information
such as NAAB code, registration number, semen release date,
birthdate and current status. It gives the controlling organization
the chance to verify the information that has been entered into the
cross-reference file. This report also is used as a form to return
to NAAB for routine status updates.

NAAB will produce these Inventory/Update Report forms semiannually.
They will be distributed well in advance of the upcoming USDA sire
evaluation run. The report will be sent at no charge to all
accounts with active bulls. It will be sent to all other owners
upon request, at the current fee.

If either an update in a bull's status or the continuation of an
active status for a bull is desired, the inventory form must be
returned to the NAAB office with appropriate fees. Failure to
return the form will result in the active bulls listed in the
inventory being changed to inactive status.

Status Codes

The status codes for bulls in the NAAB Cross-Reference Program
follow.

C--Bulls with semen collected. This status is intended for bulls
that have been assigned an NAAB code and/or had semen collected,
but do not yet qualify for p status.

P--Multiple herd sampled sires. Bulls eligible for this status are
those with semen distributed in 10 or more herds for progeny
testing.

A--Active AI sires. A dairy bull with a published USDA Sire Summary
may be listed as an active AI sire at the controlling party's
discretion, provided the bull's semen is routinely available at the
current published price. It is recommended that all bulls on the
controlling party's price list with a USDA Sire Summary be listed
as active AI sires.

I--Inactive AI sires. Inactive AI sires are those that no longer
qualify under P or A status.

Last Minute Status Updates

In addition to routine status changes made with the
Inventory/Update Report Form, there is a provision for certain last
minute updates. These updates can be made in the time period
(approximately 1 week) after the complete USDA Sire Summary run
that includes all bulls, and before the Active AI Sire Summary run.
Last minute updates can be made only on bulls that have a USDA
proof and are already in the cross-reference system.

The Cross-Reference Cycle

The cross-reference program must adhere to a strict timetable
because of its close relationship with the USDA Sire Summary runs.
It should be noted that deadlines are established only as they
relate to records being entered or changed for the next sire
summary. Other than this limitation, transactions may be made at
any time.

All basic transactions, such as the Participation Agreement, New
Bull Listing and routine status changes, must be completed well
before the upcoming sire summary. NAAB must have all of this
information processed and must provide it to USDA approximately 2
months before the sire summary run. Cross-reference participants
will be advised of the deadlines for basic transactions and for
last minute updates during each cycle.

Cross-Reference Fees

The following table indicates how the cross-reference participant
is charged for various transactions in the program. For the exact
amounts charged for these items, contact NAAB to request a current
Cross-Reference Program Fee Table. All fees, with the exception of
last minute status changes, are payable in advance.
