The Dairy Herd Improvement Registry (DHIR) production testing
program is sponsored by the respective member dairy cattle breed
registry organizations of the Purebred Dairy Cattle Association,
state DHIA's, and National DHIA as the Official performance testing
program for dairy cattle registered or identified by the respective
dairy cattle breed registry organizations.

Under the program of DHIA testing, the NCDHIP Rules apply directly
and in their entirety to all herds enrolled in DHIR production
testing programs.

In addition to the NCDHIP Rules, the following Rules are
supplemental Rules adopted by the Purebred Dairy Cattle Association
and approved by the Policy Board of NCDHIP to govern the Official
testing of all herds on the DHIR program.

under these Rules are:

The initial step to enroll a herd on DHIR test is for the herd
owners to submit an application for acceptance to do DHIR testing
to the respective breed registry organization (forms are available
from the breed organization). Production testing properly conducted
under the NCDHIP Rules, policies of the state DHIA, and these
additional DHIR Rules will be designated Official DHIR records and
become a part of the files of the appropriate breed registry
organization.

 1.  Organization and Supervisory Authority

A DHIR Production Testing Program shall be conducted under the
joint administration of the appropriate dairy cattle breed registry
organization, the National Dairy Herd Improvement Association,
Inc., and the state DHIA. Within a state, the state DHIA with the
appropriate breed registry organization, are jointly responsible
for the administration and conduct of a DHIR program.

The state DHIA shall be responsible for the supervision and
enforcement of all testing rules. The state DHIA is responsible for
due process procedures, including appropriate hearings and appeals
for alleged violations of NCDHIP Rules or DHIR Rules, and shall
withhold approval of production records which are not made in
accordance with the Rules. The state DHIA and the appropriate breed
registry organization shall at all times keep each other fully
informed of the status of alleged Rules violations.

The executive secretary of the breed registry organization is
responsible for advising the state DHIA on all matters concerned
with the acceptance of DHIR records by the appropriate breed
registry organization. The executive secretary of the appropriate
breed registry organization reserves the right to accept or reject
any DHIR records reported by the state DHIA within the state and
assumes full responsibility for initiating any disciplinary action
concerning DHIR records by the breed registry organization.

  2. Verification Tests

The state DHIA may conduct or arrange to conduct verification tests
for any appropriate reason. Herds with the production of individual
cows above the levels listed in 2(a) below shall be automatically
subject to verification tests by the state DHIA. The executive
secretary of the appropriate breed organization may also request
the state DHIA to arrange for verification tests for any
appropriate reason.

The state DHIA in the state by which the herd is supervised shall
be notified at the time a request is made for a verification test
in the event the request to conduct the test is made to the state
DHIA in a different state.

Each state DHIA shall be responsible for notifying each breed
registry organization in reference to: (a) those herds and cows
meeting verification test requirements; and (b) verification tests
that have been conducted by submitting the appropriate verification
test form. Such notification shall occur at least monthly.

A verification test shall include the entire herd, and shall
include a preliminary dry milking immediately prior to the
beginning of the verification test period. (The preliminary milking
need not be sampled for components.) The three-milking verification
test may be conducted in lieu of a regular test or as an additional
test. The verification test period may be consecutive to a regular
sampling day, in which case, no additional preliminary milking is
required.

A verification test shall be made by a different supervisor when
possible; it should be conducted as an additional test.

  a) Minimum Production Levels. Amy time a cow is in milk 60 days
following calving and either her milk or butterfat or protein
production equals or exceeds designated levels on a projected
305-day, twice daily milking, mature equivalent (305-2X ME) basis,
a verification test with preliminary dry milking shall be made
before the 305th day of lactation.

The minimum levels of production which qualify cows for
verification tests are a function of the herd average, according to
the following equations:

The herd average used by the regional DRPC for these calculations
should be the most recent 305-2X ME lactation average for the herd.
When that average is not available, 108% of the rolling herd
average may be used; when no other average is available, the most
recent state breed average may be used as the herd average.

  b) Payment for Verification Tests. The herd owner shall pay for
the first verification test conducted as an extra test during the
calendar year. The breed registry organization shall pay for the
second and subsequent verification tests used in computing
lactation credits and conducted as extra tests during each calendar
year. The herd owner shall pay for all verification tests conducted
in place of regular tests during each calendar year.

  3. Availability of Data

Uniform production data and other data pertinent to the production
records shall be provided to the appropriate breed registry
organization from the state or regional DRPC on all cows in herds
enrolled in the DHIR testing program. Production credits will be
made available as follows: (a) a 305 day lactation or less if
complete; (b) a 365-day lactation if available from the DRPC; and
(c) complete lactation credits from date of freshening or date of
entering the herd to dry date or to date of dispersal. The request
to use the above records is at the option of the respective breed
registry organization. All such production records shall be
forwarded monthly to the breed registry organization by the state
or regional DRPC at established fees.

  4. Sampling Plans Accepted for DHIR

Herds may enroll in sampling plans as indicated in the following
table to have records accepted under the DHIR program:

Each respective breed registry organization may specify conditions
under which a herd enrolled on DHIR may be required to install a
DHIA-Approved time monitor.

 5. Cost For DHIR Testing

DHIR fees, in addition to DHI/DHIR fees payable to the respective
state DHIA, for enrolling a herd on DHIR test shall be established
and collected by the respective breed registry organization. Notice
shall be given by the breed registry organization to the state DHIA
and the DRPC when an application for DHIR testing has been accepted
and approved.

 6. Dishonest or Fraudulent Practices

When a breed registry organization or a state DHIA becomes aware of
alleged dishonest or fraudulent practices or violations of the
NCDHIP or DHIR Rules, the other affected organizations shall be
notified. During hearing and appeal processes by a state DHIA, the
breed registry organization shall be kept fully informed of
developments and findings. If the executive secretary of the breed
registry organization becomes convinced that any dishonest or
fraudulent practices have been employed in the making of the
record(s), he may refuse to approve the test or accept the
record(s). If the record(s) have been previously accepted and the
certificate(s) issued, the board of directors or the executive
committee of the respective breed organization may, after
appropriate action within the organization's bylaws, cancel such
certificate(s) and expunge the record(s).

 7. Right of Search

The supervisor has the right to search the milker or his equipment
at any time during the test period. Refusal on the part of the
milker will be construed as evidence of intent to make a fraudulent
test.

 8. Official Testing Privileges

The acceptance of tests for DHIR testing is at the discretion of
the breed registry organization. It is not a matter of right
accorded either a member or a nonmember of that organization but is
a privilege to be granted or refused at the discretion of the breed
registry organization.

 9. Revision of Rules

Revision of these Rules may be recommended from time to time by the
boards of directors of the respective breed registry organizations,
state DHIA's or National DHIA for consideration and approval by the
Purebred Dairy Cattle Association and the Policy Board of NCDHIP.

10. Matters Not Covered By Rules

Matters not covered by these DHIR Rules shall be administered by
the executive secretary of the respective breed registry
organization and his decision shall be final.
